Director Luis Corzo explains what we're looking at in his atmospheric short depicting a street scene in North Korea:

"The Day of the Sun is an annual public holiday in the Democratic People’s Republic of Korea. It takes place on 15 April, the birth anniversary of Kim Ilsung, founder and president of North Korea. It was on this day, in 2016, that I created One Minute.” 

Despite heavy restrictions and regulations on documentation, I was able to record one minute from a bus of street activity in the capital Pyongyang. The city seemed to me like a Brutalist Disneyland, and the atmosphere was tense, which is strange as this is considered the most anticipated celebration of the year."
